Woo-hoo. (*waves finger in air*)

Of course, that's exactly what he said a year ago. And it was a more compelling promise when he made it as a candidate than when he makes it as a sitting President who hasn't actually made any moves towards doing it.

Still, it beats having a President who doesn't even talk the talk.

Baby steps, I guess.
